How to create a photo like this

Does anyone know how you would get a photo looking like the below? I think it looks awesome

Take a picture. Add a border. Skew it a bit. Cut out some of what's outside the border.

sounds easy in principle but my PS skills are shat. think mine would look awful!

The hardest part would be to make sure that when you cut, you dont get any residual backgrounds along with it otherwise it will look tacky.

Take a photo, skew it, add a border and then paste original parts of the photo non-skewed back into the skewed image.
