Altered Wires and Inline Fuse Identification

I'm slowly trying to go through the Clio 182 I bought a few years ago and haven't really done much with since.

On removing the gear stick surround (which of course has the alarm LED in) i noticed these wires have been altered and there is an inline fuse in these wires under the dash in the passenger footwell.

anyone have any idea why they might have been modified or what the fuse is for?

Can you trace where the red wire goes to?

Think that's the job for tomorrow! Just seemed a weird place for a fuse! I'll strip it back a bit more and see if I can figure it out
