Dont know if it'll help at all but my brother had led bulbs in his boot light, and it caused no end of issues, car thought boot was open at random times and it set alarm off constantly

yeah, the error code for throttle pedal sensor is just what comes back for a multiple of things
personally, id give the throttle body a clean, clean the wiring loom connectors up, clean the fuses in the fuse box and relays (especially the big white connector) clean the earths up and visually...

Sounds like it could be the common resistor pack that has failed, have a search on here for resisitor oack and loads should come up, if you want to diagnose if its faulty,
Locate it under the drivers side scuttle panel, disconnect the connector going to it, big red/black one with VAG group...

Yeah your right about them still drawing power, i dont know why it doesnt do it with sidelights but a mate kitted his van out with all LED bulbs inside and they appeared constantly on too
Little bit of an update,
Today when 'the lights' came on,
The speedo died, it stayed at 0 for a mile then all of a sudden it came back to life
So now im thinking ABS sensor(s) on the way out?

I went for a drive with the sensor in the cap unplugged and the lights only came on whilst going around a roundabout so ive kind of ruled that out
