Definitely. To be honest, I think the majority of performance JDM cars of this era still look great, despite their age.
The likes of an RX-7 in particular are stunning.
RAM would be a definite for improving video editing. If you're doing a reasonable amount of that too - maybe see if you can nab a cheap i7 6700k off eBay?

As @Sash says - find someone with a bit more experience with the RS models. Even if it's a few £hundred of labour charges to get it fixed - it's nothing in comparison to the remainder of a fully working car...

PC2 is a good shout. Quite a nice balance between an arcade-type racer and a semi-serious simulation. Such a shame that PS version is still way more than the PC one - the latter has the Deluxe Edition available for £7.49 with all the DLCs.
