If you do one of the missions for the Boomers, they give you a device that lets you breathe underwater for an indefinite period. You get to keep it after.

I'm loving this - 21 hours in now, still barely touched the main quest. Have gone independant but I didn't kill Benny, so now Caesar's Legion hate me and keep sending out groups of assassins to get rid of me!
