Them mods are a weekends worth of work, and its only that long because you have to let the paint dry! Just wait until your ready to insure it, then buy one. DCi 80/100 is a good shout, if not then go for the 1.4 16V imo.

Either: Buy a car now that needs work, use the time you have before your 17 to bring it up to a good unmodified standard or Wait until you need the car and buy one then, prices will have dropped slightly by then You dont want to be modding it before you have insured it because you dont know...

If you apply online it'll get sent to the current owners address but will be taxed at least. If you know the previous owner i'd do this.
