Invest in some RainX from Halfords, or GTeqniq G1/3 from i4Detailing or Clean Your Car. Get your screen cleaned and protected properly and you'll find you need the wipers a lot less !

The outside temp. sensor sounds busted. Replace it or stop looking at the display. It doesn't affect anything else IIRC.
Engine temp might be thermostat not closing, so it's always passing through the rad. Check it out, or take it to a garage/mechanic you know/trust to resolve...

Use a remote.
Shoot RAW.
White balance - cool it off (post-pro. is easier).
Those settings are OK but bump the ISO to 200 / 400 and see what happens.
If that gives you too much noise, try f/8.
