What are you expecting it to do? It's an incremental update to, mostly, resolve a few small bugs that have been affecting the minority of users.

I'd guess that it would be possible on iPhones too but the multitouch gestures on a 3.5" screen wouldn't be the easiest thing in the world to do. It's an obvious improvement over the current clunky text editing on iOS, even if it's just on iPads.
