Not necessarily, I've got 16.5s in without cutting. Just depends on cone shape. Ok mine aren't quite perfect but they're good enough and grill fits back on fine.

I would imagine the reality is that half of the list might need changing in the not too distant future but most would probably pass an MOT. For example, the discs probably don't need changing but the pads probably do and Halfords probably recommend...

Briefly top 4 were changing places left right and centre over first few laps, then Tony went into the litter as Clio Cup racer in front had malfunctioning brake lights.
Don't know on these engines but when I used to have Rovers, it was about £400 so that does sound a bit steep. Bear in mind it will probably take them about 3-5 days to do the job as most send the head off elsewhere for skimming and testing.
