Nah, ive got a windows laptop (and a linux one actually) and widows servers in my work.. I use them.. I aint stupid though I do what needs to be done to earn the ££££
Ideally you want to pipe your vnc connection through an ssh tunnel to avoid security issues. But if its just your home desktop I doubt your too worried about that.
Last time I phone dell tech support about a throughput problem on one of my server he asked the the service code etc. then proceded to tell me to edit the registry.... It was about 2 minutes later before I decided to tell him it was a linux server (server shipped with this specidfied).

Ye.. was gonna say, what made you think the cup ones was differnt lol ? same engine, same mounts etc.
Also fitted the powerflex bush and it was well worth it totally changed the car for the better.
what I will say is norton is thee biggest resource hog I have ever come across.. no exageration.. it will literally kill a machines performance there are much better soloutions out there..
If your sure that you have everything wired up correctly then it is possible that you got a duff PSU, worth testing in another machine before you take it back though.
Sounds like you dont have the atx power supply plug connected to the correct pins on the mobo..
You can test it by shorting the two pins on the mobo manually (the ones that say power switch or simmilar)
