Completed on hard today, still got about 30% of the riddles to do some of them are hard to find. The hardest thing for me is doing the combat challenages.

Try searching your system drive for appcmd.exe to see where it is and make sure it is actually there. But it does sound like you are not running it from the correct path mine is C:\Windows\System32\Inetsrv\
