sounds like a crappy modem, but you could try changing the channel that the modem is using as it could be getting messed up by other appliances using similar frequency. If that doesnt work you might need to look at getting a wireless access point to boost signal.

Most modern BIOS can be setup to turn pcs on at a certain time. Failing that you could setup a wake on lan job to run from another PC.
