Autosol or Autoglym Metal Polish and some fine wire wool to sort out the worst of it, then refine the finish with some Meguiars Metal Polish or Autoglym Super Resin.

There is no buffing off as such with clay.
There may be more steps to the Machine Polish stage depending on how bad the swirls are, if for instance you end up using Menzerna Intensive Polish on a cutting pad, you will probably need to refine the finish with Menzerna Final Finish and a polishing...
Renault say this is normal - The outer lenses are not weather sealed so you will get moisture build up, should just dry out itself in the sun or when you use the lights.
You may laugh at the bicfrazor, but my 60K GTi seats which where bobbled to hell now look brand new after nothing but a packet of bic razors, damp microfiber cloth and a Hoover.
If you do get a rotary ignore the Megs pads are crap as they are one of the best pads out there to use on it.
That pic of the damage is beyond fixing with polish alone.
As Matt has said I think you may be onto a loser.
If it was single stage paint you could have fixed it, as it is lacquered no amount of polishing is going to fix it - repaint time !
