Did you swap the ballast over? By power pack do you mean the igniter that is connected to the bulb, the square thing.
The ballast is under the headlight and are the most common cause of xenon failiure
no logic in buying that at all.
alot of decent ones available, by the time you have spent a load on it you could of bought a decent one that has been looked after and isnt a Cat C
Fuses are set for a reason, dont put a bigger one in.
is there any rust or water so that its shorting out and blowing the fuse, ive seen that a few times

for future referance, remove the fuel rail guard then get 2 hands on the oil filter.

True, but personally it would play on my mind like driving a car that hasnt had the belts done.
plus theres a lot for sale and not much difference in price so its worth avoiding for that reason.
if you can go without it then book it in asap and use something else
if not then chance it, ive seen some go years over and be fine but some under and have snapped
