Check to see if the foam that is missing isn't in one of the tyres of the car you are buying. It happened to someone on here/or the V6 forum. He bought the car and then later found out he'd been driving around with a tyre full of foam.

The belts should be changed now - use it as a bargaining tool and get a few hundred quid off the price. But be warned it's gonna cost you around 400 quid for a Renault specialist to replace cam belt, aux belt, service. If you take it to Renault dealer, probably be around 700 quid.
