Easy fix! Just grind off any powdercoat around the bolt holes or on the mating face on the back of the wheel. Seen it happen loads of freshly powercoated wheels and that sorts it

Is it only the insides that are rubbing? Looks that way from the video. Surely the easiest solution is just to fire a couple 5mm spacers on the back to bring the wheels out a bit?

Worth checking the plug in the drivers footwell next to the accelerator pedal. Need to pull the trim back to get to it. Wouldn't be the first time I've seen the plug come loose and stop any power getting to the fuel pump.

You need to start by loosening up the rear a little to reduce oversteer and make it less twitchy. Possibly soften up the rear dampers. My knowledge of torsion bar rear suspension is pretty much non existent so I'm not sure what else you can do there! From experience of 172/182's, 2.5 degrees...
