Had my PH1 13 years in April.

I’m assuming it’s a late one Y reg as we all know the late ones had two lambda sensors as opposed to single lambda on the earlier ones .
As Steven has mentioned , downstream doesn’t have any affect on the running of the engine , it’s purely there to make sure the emissions are in check that’s...
Firstly , what model of Clio and what year
That fault code points to the heater element in the oxygen sensor downstream of Cat .
Two tests you can do
1 check for presents of battery voltage at the loom plug when you turn the ignition on .
2 Carry out a resistance test of the heater...
It doesn’t matter where the power comes from at this stage , you can remedy that later , the main issue is , is what ever it’s powering is that the cause of the drain . It’s needs to be ruled out .

If disconnecting the connects2 dropped it by that much to 14mAh then I’d put it back together with it disconnected and see if the issue still exists .

Those wires would have been the first thing to disconnect to see if it was causing an issue .
But as I’ve been reading your post the fuse for the mirrors when removed cures your voltage draw.
The hunt continues I see.

The control for the bus starts at the ecu , I read you confirmed the stepper motor is ok , so that leaves the bus wiring or the ecu .
Also just thinking , there isn’t an earth anywhere you took off up top to move a loom over or something?
