At high/low RPM under acceleration and deceleration?
Could be a few things. Need more details, but it sounds like the synchros are going or the clutch isn't fully disengaging (clutch drag).
On the road, you won't feel much difference with the back end adjusted IMO.
The rear just get's dragged round on these.
You'd have to dial in some toe out on the rear to get it moving around at road pace and tbh that would be a bit sketchy.

To be fair the marshalls aren't scrutineers, so most of them won't know what they are looking at.
You can see the two downward supports on that bar, they are there to support the downward load which would occur when you run the harnesses over them and down to the rear seat base points.
