Im not sure how spigots would help if the bore of the civic is smaller than my clio.

As the title suggests. Would the alloys of a 2002 Honda Civic fit onto a 2006 Renault Clio. Both are 4x100 and the wheel of set are 35 to 45mm but the Bore of the Civic is 56.1mm and the Bore of the Clio is 60.1mm.

Yes. You need slightly longer studs to fit through the alloy and spacers into the wheel hub.
