The handbrake is self adjusting mate, if only one side is working its probably a snapped cable, easy to check just poke your head under the back and have a mate pull the handbrake, you should see the wee arms moving, if one isn't moving the cable is snapped/disconnected.
If both move but only...
Just a quick one, when testing the shocks whilst off the car I know the rears should return as they are gas/oil. Should the fronts also return or do they damp only?

Original is best in my opinion unless your going to spend big bucks mate, my money is on rear shocks being your problem.
The splitter won't make any difference it's just aesthetic on these cars, it does look good though! Fabia splitter from Skoda fits fine, looks better and is a load cheaper...
That's pretty much what I did mate, you don't have to drill though there is a wiring grommet on the passenger side, it's a b**ch to get to and even harder to get the wire through but it is doable (in the end I taped the wire to a big screwdriver and popped it through).

If you do a search mate you should find tons of answers, usuall suspects in order are -
Coilpack, plugs, ht leads, injector.
A search should reveal how to go about checking ;)
As said above mate just get it plugged in somewhere, you've tried the obvious things already.
One of my rears started sticking a wee while ago, it didn't need pads the piston had become sticky, just needed cleaned, easy to check just whip the wheel off and you will see how much material is left
Ht leads could absolutely affect it mate, they are just as vital asthe coil and plugs.
Next step is a hard one as its intermittent, if it was doing it all the time you could manually test the leads, next step defo a diagnosis I think, the fault should be stored and not every fault would light...
Fitted the spring thing to the compensator/brake bias valve, any mark2 non abs clio one will fit, I got it from a scrapyard for 50p
Im sure some will disagree but if you play with the adjustment it works pretty well, the danger is if it isn't set right you can lock the rear wheels
I like dark lights on certain cars and I reckon the LY would suit that, but not these gimmicky things
Buy some lamin X or tinting spray just to try the look? Comes with flaming but easy to remove :P
