only law regarding your hazard light button is that it has to operate the hazard lights using only one click with both ignition on and off. doesnt matter where it is aslong as you can still do that.

get yourself a set of the heavy duty velco strips from halfords. have them on mine and their really strong. i stuggle to pull them off by hand.

aslong as the seller puts the postage cost in the ad i think its fair game. ofcorse some postage is way over price but its simple enough not to buy from those people. personally i always work out the total cost before buying anything.
