So the 'premium' will grab too much when braking as ABS kicking in v. 'budget' no grip and the ABS won't kick in since you never lock up?
How will that work in actual traffic/real world?

Tackle it at the origin; the ABS ring, sensor / fuse.

Why are you not sticking to 16"? Just wondering because for me 16" is the best choice when considering 15" or 17".
