Had a k4j megane 2 do this before. Took a while to diagnose but it was he alternator. Wasn't charging fully and the ecu was bumping up the idle speed to increase the charging output.
Try disconnecting the alternator and retest.
It's 100% water in the UPC. As its an early Clio 3 they don't have the modified box it sits in and the seal is poor.
Remove the two screws on the lid behind the passengers headlight and unplug all the connectors. The UPC should then come out. You will find it will be full of water if you shake...
There's nothing wrong With the rust, the belt never runs on that. The belt is sat correctly on the pulley also. I would check the belt run is correct on all the other pulleys and if it is, I'd renew the belt kit.
2001 will 100% be a radio frequency key. The central locking and IMObiliser are separate systems. The receiver for the locking is integral in the Uch computer.
The pick up for the IMObiliser is around the ignition barrel. (the starting side of things)
