Noticed that the offside rear pad (outer) haven't looked on the inner, only seems to be using 3/4 of the disc surface even under hard braking...

From my experience the 2500's aren't known for there bite from cold despite being a mild performance compound. That tends to come part & parcel with performance pads tho as it's a harder compound & requires higher operating temperatures.
Alloy Wheel cleaner, brush it on leave it to do its work.
Failing that I'd probably try polishing it off. I'm sure some of the detailing boys will come along with some superior advice.
