Sure it was 60bhp.. seen it quoted as that in quite a few places.

Mk1 Phase3 has 60bhp. (DIET engine) I think the others are similar. (Maybe a touch less?)

Well, looking at my Williams manual, if I'm reading it right, it says 15w40-15w50 from -15c up... I know lots of people say 5w40 tho.. and Silkolene Pro S is a good choice.

The Sempron 64's are Socket 754. Your Athlon XP will be Socket A, so you can't just swap them. You either need another Socket A CPU or get a new motherboard.
