You can do it with any camera, its the flash that captures the droplets.
Off camera flash will work better and one that allows manual adjustment.
get in close, capture some texture. Use side lighting to capture texture.
Convert to Monochrome, include some rusty nails in the wood, get an insect crawling across the wood, urm.....help everyone

Thanks for all the kind comments guys, You know what? The Photography section on Cliosport genuinely has the best bunch of people.
I put it down to , we have interests in something other than cars, and come in here and appreciate each others work.
All you do is stand close to your subject with a widish lens, portrait or landscape and do a Pan, the reason you get the distortion is down to where the Nodal point of the lens is facing.
A good NON distorted pan would be done on a longer focal length from further back, so for the car park shot...
Top Tip, never go into labour when you have a Documentary photographer with you, I could not stop clicking away....
None of these shots were flashed either, most were on 3200 iso, auto WB
