the engine should be ok sitting, as i had a 205 sitting outside for about 3 months before i passed my test, but you might find your tyres will have perished from constantly standing. plus, knowing renault, the paint will be knackered from all the 6 month old bird crap on it

my first step would be to clean the terminals. ive had loads of problems, which were just due to having dirty connections.
i'm guessing that should solve it, so if the bulbholders are for a mk2 ph2 (so has 4 connections, 2 on each side, that connect it to the clusters) just buy 2 new fronts...
ive had this same feeling, but you've got to stick with it. whack it in the drive on SORN in the worst case scenario and then put it back on the road through summer. wouldnt cost too much to run then :)

mot emissions test is done by holding the car at a constant rpm, at a guess 3000ish and then revving it slightly to get fluctuations. so as long as its got its cat in i wouldnt see it being a problem.
in fairness one was just driving through fezzy park last night. number plate starting SC55. whereas the other one was parked up and having a chat numberplate read 'alex f' but cant remember the specfics lol.

thats the funniest thing i've seen for ages lol. I went to look at a flame red one whiich was up for 6k, and was absolutly shagged inside, it did have only 27k on it but was covered in saxo vts stickers, and even had a Mpower sticker on the boot. nearly pissed myself
