Did you not sync with your PC and backup? IIRC contacts can be either saved to handset or SIM on BBs, if they're gone from both of them and you've not synced with your PC and backed up then you're more than likely screwed.

Network unlock is permanent and the easiest way. But depending on your baseband, which I doubt will be an issue on a 3, you could probably jailbreak and unlock.
