The horns are pretty terrible on these. I'd make sure the earth contact is really clean and put some copper slip on the contact and bolt to make sure it doesn't corrode and the connection is good. Maybe the horn is temperamental. They're fairly cheap to replace :)

Well it stops any drips on your drive which is fairly common on these cars. They come from any clio ph2 so are cheapy cheapy

There isn't one, it will just be part of the main loom power relay. If you have a problem with the horn test if there's 12v going into it first.

To add a bit more detail to Dans reply. To take the cover off you'll have to support the engine and remove the left (facing the car) engine mount. 3 x 16mm bolts and 1 x 16mm nut. Does the dash show anything?
