Id try jacking car spin each wheel listing and feeling for any noises, could it be the centre of wheel hub not aligned/seated well or perhaps wheel bolts are too long on rear of hub perhaps toucing or wheel bolts too short coming loose? maybe caliper its touching alloys?

Front or back? fronts can have no play by hand top to bottom when jacked up but can still need changing hope this helps.

Would strongly advise not to remove material from back of bolt face as it is a certain thickness for several reasons.
