Is it just the one side out yeah? Have you used the right type/rating new bulb? Try wriggle it about in the holder.. contacts could be loose. Or try swapping the working side one over to the in-op side.
I've seen sets of 4 with tyres go for a round £150 mark. So upto 200 if your lucky with your 5th..
are your tyres decent brands? how much tread exactly?
Have a quick advanced search in the forsale section, should be loads of threads to give you an idea.

I've always known it as newer on the rear. Advised for safety as most drivers find it very difficult (or impossible?) to control the rear if it loses traction.
Michelin advise it too if you check their site.

Have you tried cleaning the area a much as possible and then keep checking it over?
What have you been topping it up with.. just water or proper coolant/antifreeze mixture?
Check your wheels again for buckles. They may balance up fine but even the slightest flat spot can still cause the steering wheel to shake at high speed.
