For your money you want a PH1 172, or a PH2 172 Cup. To define a Cup have a look at the smaller of the two stickers in the drivers door shut, the 3 letters you are looking for are SPL which means Sport Light. There ar plenty up for sale around £2k. but will need some work, usually brakes...
I would go with worn out rings, I'm afraid it is a major job, cylinder head and sump off jobby. Your car has suffered major abuse in it's past, lack off oil, long intervals between oil changes etc.
The PAS pump should make different noises when the steering wheel is changed, depends how loud of course. If you have the front jacked up it may be worse, then there is the possibility of your top mount bearings grinding.

It's down to the driver. As for the high insurance, a newly passed driver with a 172 engine and maybe a dodgy postcode, yes insurance will be high, also worth a mention that insurance costs have gone up about 30% this year. Mines going up £30 this May, bugger!

I wouldn't worry about weight differences Jamie. As you are only using it on the road pick the wheels you like the look of, you are not going to notice any difference in speed. As said before 15 or 16 inch tyre prices are quite different, so depends onyour budget.

Fabias going round corners, yes they are heavy at the front, costs a lot of dosh to correct that, more than my Cup is worth.
Probably me, did 4 sessions. It's totally standard apart from the Eibach springs. Was with me Skoda mates and got totally trounced by a couple off tuned Fabias of over 245bhp. and one with 275bhp. and shed loads of torque.
172Cup or Phase 1 172, preferrably wthout a/c as you will be dumping that. The 2.0L major engine parts are usually trouble free, only real abuse will upset it. The bits around it are the ones normally needing attention. As you are obviously confident around engines you won't have much trouble...
