Right ignore what 172 tom put above, you need to set the directory to make things easier. either use set or cd. I've gave examples of both above!
Then
flasher -f -F DFL61_HARMATTAN_40.2012.21-3_PR_LEGACY_001-OEM1-958_ARM.bin
Is 'flasher' the program you have downloaded? It isn't a built in windows application so it will not recognise it.
Try switching to the directory of the folder that 'flasher' is in. (the set command should do this but hasn't worked)
Try
SET PATH=%PATH%;c:\Program Files\Nokia\Flasher
