Because? Sure you're looking at the correct option? You should be able to set it one whatever you want (to an extent).

Admin Control Panel > Attachments > Attachment Manager Check the correct extension is there, that the allowed file size is sufficient and that no-one has entered any dimension restrictions. Also ensure that "Attachment Permissions" have been set correctly.

Just click cancel. The swf file plays quite happily in the background.
