Try setting the file size limit to 500000 and trying again. (Note that's five hundred thousand not fifty thousand.. an easy mistake to make)
That should easily be sufficient for normal images. I'm not sure what you're trying to add as an attachment but 842KB is a large image and most forum's...
Admin Control Panel > Attachments > Attachment Manager
Check the correct extension is there, that the allowed file size is sufficient and that no-one has entered any dimension restrictions. Also ensure that "Attachment Permissions" have been set correctly.

And I'm afraid you're wrong again.. 720P is 1280*720. However 1386*768 is the more commonly used native resolution found on modern TV's.

I've no problems with people mentioning names. It's linking to torrents (of the illegal variety) and/or promoting illegal downloads that's against the rules.
