Trying upload an attachments to my company forum, it powered by vbulletin users can only attach jpg files of a maximum of 39.1byets although, when looking at the managment panel, under extensions and sizes the maximum file size for jpg is 100000 but still cant add a file which is 898bytes.

Any ideas.

Admin Control Panel > Attachments > Attachment Manager

Check the correct extension is there, that the allowed file size is sufficient and that no-one has entered any dimension restrictions. Also ensure that "Attachment Permissions" have been set correctly.

when uploading the file it says;
File Too Large. Limit for this filetype is 97.7 KB. Your file is 842.2 KB.

Try setting the file size limit to 500000 and trying again. (Note that's five hundred thousand not fifty thousand.. an easy mistake to make)

That should easily be sufficient for normal images. I'm not sure what you're trying to add as an attachment but 842KB is a large image and most forum's restrict these to external hosts due to the storage issues associated.

lol I know it's a picture mate, we're were talking about jpg's after all. All I meant was 842KB is "relatively" large for a jpg image to be attached.
