I think it's the sensor to recognise when you have your phone to your ear, to stop any of the screen becoming active when your face touches it.

I'd say the best bet is to set aside a day where to can get them off the car and give them a proper clean. Once they're totally free from brake dust, apply a layer of Poorboys Wheel Sealant. Let it cure and then remove, much like EGP.

You can easily access the headlight bulbs from the engine bay, although they can be fiddly to replace due to the tight space.
Just twist out the old one and replace the bulb.

You may have a faulty one, but the phone has a whole lotta substance to go with its style!
Hmm, tricky one.
Mileage is never an issue if it has the service history to back it up, but expect to have to replace parts as they wear out. Things like steering arms, track rod ends, springs, shocks, etc will all need doing in due course if they haven't already.

It really is a buyer's market mate; be patient and search around and you'll find a bargain.
