How is it a death wish? Steering will still work without the fluid. Granted it's a little careless going out with potentially leaky fluids as this may cause an accident to people following.
If you've got a full resevoir could you have a blockage somewhere in the system?
Engines like to be run. 20000 miles in 7 years is sod all. I make sure mine is take out every week now because clios don't like to sit. I first started having problems with mine once I stopped commuting in it, when it never skipped a beat. I'd go for one with more like 50-60K on it. The premium...
It's not under the seat, it's at the side of the seat. In the plastic trim there is a how for it. Hard to miss really ;) I'll be removing mine tonight or tomorrow, so if I remember i'll take a piccy for you.

The picture on the left goes on the window side under the seat cushion. The sticky out bits go in first with the main loop pointing at 10ish. 18mm bolt iirc. Not sure what the second on is from.
Just try not to over rev it when running it in. Keep under around 4K for the first 500miles, then ease it up. Cool down wise, not really much need to be honest. If you're really bothered, just wack the heater on full to aid the cooling.
