That looks like the normal clip the bumper slots into. It's usually tight when pulling it off. I'm always worried I'll break mine :S. Have you tried tapping the bumper from within the wheel arch to shock it? could just have become jammed with dirt.
If they were smooth they might have been matched. Head porting will make a difference. Not sure whether you have a ph1 engine in there.
