Thats pretty much buggered. The whole front of the car has been shunted over and the chances are its probably done suspension and subframe damage. The rack is propered FUBAR!

Alot depends on the type of seat as well. You can only do so much with standard Clio seats. I.e Perch. I prefer having the gearstick and wheel closer to me but i have stupidly long legs so i need to have them bent but without them wrapped up under the steering column.
