without tyres, in need of a refurb and unknown make then i wouldnt want to pay more than £100.
also if they are resonably light they may well be a decent make in which case i would consider paying a little more try googling the part numbers/specs stamped on them......
i do a few neibours cars for 30 quid once a month, if you put the effort in the first time its easyer to clean the next and if you seem to have put the effort in then you get repeat buisness....
i enjoy doing it so not so bothered about the cash in my back pocket but the extra few quid i make...
get youself some dynamique alloys from ebay/the for sale section on here.

depending on your cash availability,i would do the following....
some -45mm springs (think sofaboy had some for sale a while back) and i can help fit them for you.
depending on how tucked you want it to look some spacers for the front/rear, im running 13mm hubcentric on the rear at the min...
