they are ptfe washers. but to be honest you don't need to fit them. If you want to, which is frustrating, they underneath the plenum where the two 10mm bolts are either side of the coil pack.
They usually have dates of manufacture on them (can't remember what to look for though.lol), and I would imagine the manufacturers would stipulate a length of life.
