I reckon the cylinder has probably pissed out over the shoes or something is seized! May need a new set of shoes!

It means you over all service brake effort is below the requirements, the effort applied by your footbrake in total. O/S rear is recording no effort, so when you fix the rear brake! It should pass as it will bring the effort up! :)
