If you've sprayed metal before, it's generally the same process except you'll use plastic primer under the high build primer instead of etch.

The finish will all depend on how well you prep it and how well you spray it. Generally, a novice doing it, it ends up looking a bit crap.

ULTRA bulbs are very blue, but you won't be able to see where you're going, as with any xenon look halogen bulb.

If it's a matte paintjob then it'll be piss easy to do, all you have to look out for is getting runs in the paint and making sure you've coloured everywhere properly.

There's a couple of different 1.2 16v engines though, around 2004 they changed it to the type I have. May well have changed it again before that but I'm not entirely sure. On my 1.2 it's the next thing you come to after taking off the airbox.
