I was going to suggest a Divx player but as he's only got a cd burner and hasn't upgraded to a dvd burner I assumed money was tight and buying new hardware wasn't an option.
Copying an Avi onto a CD doesn't magically transform it into a VCD. You can however convert it into VCD/SVCD format and then burn it onto CD.

Could be as simple as a broken pin/solder in the scart lead. Can you try the lead you're using for freeview with cable and see if that makes any differance?
