Second hand engine is by far the easiest way to go.

It would be easier to get them done at the same time, but it's no big deal if not. Inlet change isn't an engine out job. Top inlet comes off in about 2 minutes. Lower one's slightly more tricky but nothing too hard

FK Koni's are a good shout for the budget. Bilsteins I've not used on a Clio, but they're epic on Saxo's/106's, so would bet they're quality. Don't discount a second hand set of H&R's either, imo.
