certinally isnt on clios. Even if twas electric, it still has to get the energy from somewhere. Doesent matter if the altenator takes the power or the PAS pump does

replace the throttle cable, or remove the pedal and give it a little refurb yourself. Those are your options. Check that you didnt remove all the lube from the throttle body butterfly pivot when you cleaned it

Oh forgot to say! It will very probably blow out of the Decat/midsection join. You Will need new bolts for that join and also exhaust paste probably
