Yeah £250 should be fine for brakes mate.
Braided lines and dot 4 fluid, brembo max discs (about £90 on ebay) and ds2500 pads will work well on both road and track.
Id go plan 1, and then next month upgrade the discs, lines and pads in time for your next trackday mate. Exhaust wont make as much of a difference as the other bits.

Wouldnt bother with the eibachs for track use. You have much trouble with your brakes as standard?
When you sit in it, and set off driving it, the weight transfer will balance out.
Watch a cup parked up and the front looks too high... yet when driven they look level. Spooky.
