Not really OCD. Some passengers wonder why I turn my mirrors in when parked "it's only a Clio afterall" and why I'm reluctant to put it in a tiny bay at the supermarket next to a s**tty looking car/van covered in dents... But in my mind I'd just rather walk an extra 50 yards to the shops than...
OEM = original equipment manufacturer... i.e if you swap your 4 stud steel wheels for some 4 stud Renault alloys then you should be fine. Hope that helps :)
If it was me I'd be sticking 15K into a house deposit and 7K into a mint 182 or trophy + insurance. That said I have no idea what the financial situation is, but if you have 22K a clio would be a long way down my list.
What about getting a 182 this year for insurance purposes that wont...
As far as I was aware there was no legal decibel limit on exhausts, and should be fine as long as it doesn't leak and can pass the emissions test (if applicable). I think they can be failed on an MOT for noise at the testers discretion, but I'd imagine this is pretty rare.

Talktalk in my house as well. Cheap and cheerful with average performance. Doesn't like streaming iplayer on the TV with a couple of computers signed in at the same time but not the end of the world.
Heard that if it doesn't all work out of the box when you plug it in, then their customer...
Not surprised....from what I've heard exhaust fumes and confined spaces don't mix well.
