As Fred says - you make it sound like the previous owner deliberately left them loose, i expect they simply didn't know how tight they should have been and did't do them tight enough and they have worked themselfs loose.

Well had Duf on the rollers this morning.
Back on my local rollers, which ran my Ph1 172 over 5 odd years (With filter, exhaust and matched inlet combo) always came out between 170-173bhp.
