There is a world of difference between the D300 and the 350D. There is also some decent cameras between the two such as a D90 or 500D/ 50D. It might mean that you don't have to make such a compromise on glass.
It's worth remebering that glass will hold its value well but cameras will drop...

If you can, use this free software to do a shutter count. After 10,000 photos the count goes back to zero on the image numbers, but this software will give you the true figure.
Take a shot into the sky at f22 to see how clean the sensor is. The 30D doesn't have a self cleaning sensor AFAIK so...
I had the Tokina 12-24 f4 which was a bit cheaper than the Sigma. If you don't need the extra 2mm at the wide end, it might also be worth checking out.
The 15-85 IS gets good reviews, it would be good if you are using a flash indoors or most of your shots are outdoors. There is also the 17-55 f2.8 IS but then you have the same reach restrictions.

5DII... do it, the image quality will blow you away. It is seriously like night and day against my old 40D.
